Imphal, June 29, 2022 (DIPR): Chief Minister Shri N. Biren Singh launched the Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) in Manipur State in the presence of Union Minister Rural Development, Drinking Water & Sanitation Shri Narendra Tomar Singh today at the City Convention Hall, Imphal.

The inaugural programme was also attended by Member of Parliament, Inner Manipur Lok Sabha Dr. Th. Meinya, Minister for PHE Shri Losii Dikho, Parliamentary Secretary RD &PR, Shri H.Dingo Singh, Joint Secretary RD&PR, Government of India Shri Prashant Kumar and Secretary RD&PR, Shri Sumant Singh.

In his speech, Union Minister Narendra Tomar congratulated the N Biren led government on successfully completing 100-days of governance. Highlighting the various schemes of the government, he further said, one crore houses would be provided or constructed for the homeless people in the country and every people would have a house by 2022 in the country.

Union Minister further mentioned that there will be no one after 2022 that do not have a house under his or her own name. In terms of providing drinking water to all, he assured that drinking water would be made available to all soon. Fresh water bodies and rain water management could help in gaining sufficient water in the State, he added. He also said that Manipur also need to be Open Defecation Free so that people would be free from various diseases.

Speaking as Chief Guest, Chief Minister Shri N Biren said that achievements made within 100 days of the new government are just a beginning of a New Manipur. We should stop playing political blame games rather we should focus to deliver visible practical changes to the people, he added.

Chief Minister said, “We are here to deliver good governance, growth and development for the people of the State.” He stressed that the government would not compromise to anything that breach the rights of the people. Under the leadership of PM Narendra Modi, the micro-level planning and monitoring at the grassroots level is a must to see visible changes in the country, he added.

Highlighting that the government is committed to provide Housing for All by 2022, he directed the concerned DCs to identify and select the beneficiaries properly so that the scheme could reach the genuine and needy people of the State. Altogether 9740 pucca houses would be constructed in the State under the PMAY-G, he added. Chief Minister mentioned that till now only 40 percent of the population avail drinking water facility in the State. The BJP-led government is working its best to provide drinking water to all soon, he added.

Mentioning that the new government is ready to accept any positive criticism, he said that if we want to bring change in the system then the change should come from within ourselves and the government would love to rectify any wrongs done in the past.

Strongly condemning the instances of mob-justice in the State, he said that the practice of mob-justice is inhuman and barbaric and appealed the people not take Law into their own hands and let the judiciary do their job.  He further said that we should stop such evil practice that leads the innocent people suffer when the crime has been committed by one of its family member. He further appealed to the people not to involve in any form of mob violence in the State. The government opens its door wide open if the police or law enforcers don’t take up necessary action or investigation of any crime.

Assuring that the government would work towards the development of the State, Chief Minister stated that some areas have been identified such as road communication, health, education, drinking water and self employment which would be taken up on priority basis soon.

Minister for Rural Development and Panchayati Raj, Commerce and Industries Shri Th. Biswajit said having a house is a primary need of a person and the Pradhan Mantri Awaas Yojana – Gramin(PMAY-G), which is a flagship programme launched by the Prime Minister Narendra Modi, is a scheme which aims to fulfil the dream of a homeless person to own his/her own house.

The major hurdle in implementing the scheme, however, lies in selection of beneficiaries, Minister Biswajit said that identification of beneficiaries is to be made according to the Socio Economic Census, 2011. Further observing that the poorest of the poor are not included in the SEC, 2011, he said how they could avail the benefits of the scheme is a major issue. However, the government will not abandon the poor and it is the commitment of the Chief Minister N. Biren Singh led government to successfully implement the Prime Minister's scheme and reach out to the intended beneficiaries in the State.

He said three committees have been formed as an institutional arrangement of the State government which are State Level Committee headed by the Chief Secretary for direction and site, District Level Committee headed by DCs for programme management and Appellate Committee for Selection of Beneficiaries to redress all complaints and grievances. Those not included in the beneficiaries list can file an application to the appellate committee within six months so that their claims can be verified and include their names in the list.

Minister Biswajit said a beneficiary will receive Rs. 1.6 lakhs including Rs.1.3 lakhs under PMAY-G scheme for construction of house, Rs. 12,000 per unit cost for construction of toilet under "Swachh Bharat Mission" and remaining for 95 days of work under MGNREGA.

During the function, a handbook on Pradhan Mantri Awaas Yojana – Graminn(PMAY-G) was released. The dignitaries also distributed the house allotment orders to some of the beneficiaries under PMAY-G scheme. (DIPR/PN/PRO )
