Imphal, February 25, 2022 (DIPR): On the ninth day of the ongoing tenth session of the 11th Manipur Legislative Assembly, Leader of the House Shri N Biren Singh said that proposals for setting up of Border Haats at Tusom Christain Village (Ukhrul District) and Konkanthana (Huimine Thana) & Pilong (Kamjong District) have been submitted to the Ministry of Commerce, Government of India so as to promote cross border trade in the border areas of Ukhrul and Kamjong Districts. He further stated that there is also plan to open custom office/check post at Kamjong and Kasom sub-divisions. The Land Customs Station,under Imphal Customs division, located at Integrated Check Post, Moreh; Customs Preventive Force and Moreh GST Range look after the Customs and Excise check post in the border areas adjoining Myanmar, he added.
Drawing the attention of the House, Shri N Biren Singh informed that Indo-Myanmar border is about 1640 km and the border issue is a matter of serious concern. 9 Border Haats have been identified and that free movement regime is about 16 km inside India and also 16 km inside Myanmar, he also said.
Replying to a starred question raised by MLA R.K.Imo, Chief Minister Shri N Biren Singh assured that the Government takes seriously the matter of e-budget and intends to e-mail the budget documents to all members of the House on the day of introduction of the budget by next year.
Chief Minister N Biren stated that the land identification for constructing police station at Irong Chesaba is still under process and final decision on buying and compensation will be taken after knowing whether the land is a private or a state land.
Throwing light on the appointment of officials of the Weight & Measures Department, Revenue, CAF & PD Minister Shri Karam Shyam said that Shri A.S.Peter Shitsangmi, Assistant Controller of the Department is the senior most employee with effect from 1st March 2017 since the retirement of Shri L.Nripendrakumar Singh who was the Deputy Controller then. He clarified that L. Nripendrakumar had been holding the post of Assistant Controller of the Weight & Measures Department since the 15th December 1998.
In response to a supplementary question raised by MLA Alfred Kanngam Arthur, he stated that A.S.Peter Shitsangmi was not promoted due to irregularity in his attendance, administrative discrepancies like inability to provide regular monthly salary to his staff and loopholes in the revenue collection of Ukhrul district. Moreover, he has not submitted his ACR for more than 5 years, Minister Karam Shyam stated.
Tribal & Hill Areas Development Minister Shri N. Kayisii assured that there is no shortage of funds for the development of tribals in Manipur. The Government is trying to get finance approval to reconstruct the supermarket destroyed by earthquake at Saikul.
Minister Kayisii also informed the House that Rs.25.00 lakhs each was sanctioned for construction of health centres at Impa village, Tamenglong district; Thingpuikuol village, Churachandpur district and Chamu village, Ukhrul district under Special Centre Assistance (SCA) for Tribal Sub-Plan during 2017-18. He also clarified on the financial status that funds can be released only after seeing work progress and is targeted to complete about 1 year from the issue of work order.
MLA K. Ranjit Singh questioned the House on proper disposal of biomedical waste and irregularities in the posting of doctors and other medical staff in Manipur.
Dr.Chaltonlien Amo drew the attention of the House on failure to construct PHC buildings at Patpuihmun and Senvon and urged the Health Minister to make health infrastructure facilities like Operation Theatre, Minor Operation Theatre, delivery set and ultrasound available in the hilly areas also.
Opposition MLAs K.Ranjit Singh, Dr.Chaltonlien Amo, Kh Joykishan Singh, R.K.Imo Singh, Alfred Kanngam Arthur and K.Meghachandra Singh raised motion for disapproval of policy cut during the discussion and voting on demands for grants.
