Imphal, March 26, 2022 (DIPR): After ‘Go to Hills’ campaign, the State Government is set to launch another campaign known as ‘Khunggangda Chatlo’ from the first part of May this year, Chief Minister Shri N. Biren Singh said.
He made the announcement while addressing media persons on the sidelines of the combined Meeyamgi Numit and Hill Leaders’ Day held at Chief Minister’s Secretariat today.
As crop failures do not affect the farmers alone but economy of the whole State, the State Government would adopt a new approach under the new campaign to help the farmers increase their agricultural production by granting them access to a comprehensive scheme developed through amalgamation of different relevant schemes available at Agriculture, Fishery, Horticulture, Labour, Tribal Affairs and Hills Departments.
Different task forces would be constituted to successfully implement the new campaign, he added.
The Chief Minister further said that the Government is also planning to devise a new system where bureaucrats, who are at Secretary to Additional Chief Secretary level, would be relieved from the file works pertaining to transfer and posting, granting of leave and GPF etc.
All these matters would be dealt only by the officers who are up to the Joint Secretary level while Secretaries, Commissioners, Principal Secretaries and Additional Chief Secretaries would be entrusted to concentrate mainly to policy formulation and execution alone, he added.
Responding to a query regarding the ongoing cease work strike of JAC of AMTUC & AMGEO, the Chief Minister made it clear that the Government has no intention to confront with any individual or organisation but to resolve all the issues through talks.
As he had already made his earnest appeal to the JAC to resume normal duties from Monday in the interest of the general public, the Government would now be compelled to impose ‘dies non’ against all those employees who support the stir, the Chief Minister cautioned.
He further informed that in a meeting of Administrative Secretaries and HODs held on March 23 regarding the ongoing stir, the Government had authorised power to Administrative Secretaries of hiring competent persons to complete the piled up works of the financial year end if the JAC refuses to heed to his appeal.
The Chief Minister further said that the Government would also seriously consider penalising Government employees, shop owners and transporters etc., who do not attend office or close shops or suspend service on bandh/blockade days.
Responding to another query regarding the ongoing dredging works of riverbeds, the Chief Minister lauded the public for voluntarily removing houses, shops and other structures on their own.
As issuing land patta of the lands located along riverbeds is not permissible under Manipur Land Revenue and Land Reforms (MLR & AR) Act, 1960, the Chief Minister said that there is need to approach the proper forum by the Government for the cases of those persons who are claiming to have land patta for the lands located along riverbeds.
Regarding Meeyamgi Numit and Hill Leaders’ Day, the Chief Minister informed that around 19,000 entry passes had been issued so far on these two days in the past 11 months.
In today’s combined Meeyamgi Numit and Hill Leaders’ Day, the Chief Minister attended to 572 complaints/grievances and met around 2000 people today.
It may be mentioned that Meeyamgi Numit and Hill Leaders’ Day were deferred this month due to the Government’s Inauguration Fortnight. (DIPR)
