Imphal, February 27, 2022 (DIPR): On the tenth day of the ongoing 10th session of the 11th Manipur Legislative Assembly, the Leader of the House, Shri N. Biren Singh who is also in-charge of Home laid the “Manipur Inner Line Permit Guidelines, 2019” as published in Manipur Gazette Extraordinary No.332 dated December 31,2021 on the table of the House.
Water Resources Minister Shri Letpao Haokip replying to a question related with Mapithel Dam raised during Question Hour informed the House that the homestead land of 6(six) villages were submerged in the construction of dam for which relief & rehabilitation package was provided. He also stated that from the list of affected families verified and submitted by the concerned DCs, all the families have availed except 56 families of Chadong village for which the process is going on at present.
He further stated that land has been acquired through Land Acquisition Act 1984, Forest Conservation Act, 1980 and R&R Plan 1990 & 1998 for the construction of the dam.
In response to a query by MLA Alfred Kanngam Arthur, Deputy CM Shri Y Joykumar stated that the net per capita income of Manipur at current prices for the year 2009-10 and 2010-11 are Rs. 26,621 and Rs.28,336 respectively. The net per capita income of Manipur at constant prices (with 2004-05 as base year) for 2009-10 is Rs.21,810 while the same for 2010-11 is Rs 20,711, he added.
Education Minister Shri Th Radheshyam replying to a question raised by MLA Dr. Chaltonlien Amo, stated that the amount sanctioned for the construction of infrastructure under School Fagathansi Mission is not made constituency-wise but school-wise. He also highlighted that the constructions are targeted for the academic session 2020. Minister Radheshyam also stressed that the mission is aimed at filling infrastructure gap in schools, ensuring committed teachers and a better teaching-learning environment.
Horticulture & Soil Conservation Minister Shri Th Shyamkumar informed the House the total area taken up for the cultivation of king chilli (U-morok) is about 500 hectares in 5 districts and assistance are made in cash (through DBT) and kind (inputs) under Mission Organic Value Chain Development in North Eastern Region(MOVCDNER), Central Sector Scheme under Ministry of AGRICULTURE & Farmers Welfare, Government of India. On the basis of district-wise detailed report, the area for cultivation of U-morok for Kamjong, Kangpokpi, Ukhrul, Noney and Pherzawl are 100,50,200,100 and 50 hectares respectively, he informed. Minister Shyamkumar also stated that the total assistance in kind, technology and financial (through DBT) for Kamjong, Kangpokpi,Ukhrul, Noney and Pherzawl are Rs. 53,20,000/-; Rs. 6,60,000/-; Rs.1,04,00,000/-; Rs. 60,40,000/- and Rs. 26,60,000/- respectively.
MLA Alfred Kanngam Arthur expressed concern over the low budget of the Horticulture cultivation despite its importance in supporting the livelihood of the common citizens in the hills.
RD & PR Minister Shri Th Bishwajit said that the average number of days of employment provided in Manipur under the MGNREGS out of the mandatory 100 days during the current financial year 2019-20 is about 31.58 days. Drawing attention of MLA Surjakumar Okram, he emphasized that unspent money is Rs.112 crores and about Rs.22.09 crores is still pending to be utilized till March 2020 and introduction of National electronic fund management system (NeFMS) in the state for direct transfer to beneficiaries is in the pipeline.
MLA K.Ranjit Singh moved a policy cut motion against the demand for grants of Education, Tourism and Water Resources. He questioned the House in connection with unsatisfactory education system, unauthorized substitution of teachers and irregularities in the implementation of the School Fagathansi Mission in the state. He also enquired about the anti-erosion & flood control along the Chakpi river (LBB& RBB) at Serou under the 12th plan of North Eastern Council during 2017-18.
MLA A.K.Mirabai also raised policy cut motion against demand number 40.(Water Resources) on account of failure to complete the works of Repair Renovation Restoration(RRR) of Waithou Water body,Irong Nallah(upper portion), Imphal East and Lamphelpat, lack of transparency in release of funds and implementation of projects and failure to take up programmes in the last 3 years. She also drew the attention of the House and appealed the ruling Government to frame a policy to tackle the problem of the catchment areas and protect environment.
MLA K.Govindas also addressed serious concern over water conservation, prospective planning on flood management and construction of medium size dams and checking the siltation of river beds. He also said that the Water Resources Department should tie up with the Forests Department, PHED, Planning and Loktak Development Authority in choking out the venerable areas and ensure more agricultural production.
MLA Th Lokeshwar also raised policy cut motions against the demands for Education, Minor Irrigation & Water Resources. He questioned on the failure to complete the construction and to clear the payment of land compensation of the Left & Right channels of Dolaithabi Dam.
Opposition MLAs K.Ranjit Singh, Th Lokeshwar Singh,D.Korunthang, Md.Abdul Nasir, Kh Joykishan,Md. Fajur Rahim, R.K.Imo Singh, Alfred Kanngam Arthur, Surjakumar Okram, K.Meghachandra Singh, K.Govindas, Km.A.K.Mirabai Devi raised motion for disapproval of policy cut during the discussion and voting on demands for grants.
